Funding and project source
- The Baseco Housing Project is funded from the Department of Interior and Local Government (DILG) Seed Grant in the amount of Php. 36,000,000.00 (Section 1).
- The project also includes counterpart road network and site development from the City of Manila (Section 1).
Transfer to beneficiaries by usufruct
- Because the housing project funds come from the DILG, the housing is transferred to the beneficiaries by usufruct only (Section 2).
Beneficiary selection rules
- Beneficiaries are chosen in accordance with the Code of Policy approved by the Local Housing Board (Section 3).
City ownership and usufruct conditions
- Ownership of the housing project remains with the City of Manila (Section 4).
- Beneficiaries hold usufruct over the housing units subject to conditions under Section 4.
- Beneficiaries are prohibited from selling, transferring, or leasing the housing units (Section 4).
- Any sale, transfer, or lease of units is void, and the City of Manila, together with barangay officials, must evict the transferee, lessee, or any occupant who is not a beneficiary (Section 4).
- Replacement/transfer of a housing unit to a new beneficiary must be done in accordance with the prioritization in the validated list approved by the Manila Social Welfare Department (Section 4).
- Beneficiaries are prohibited from modifying the units by extending them to the front, back, or sides (Section 4).
- Any prohibited extensions are subject to demolition by barangay officials, who must also maintain the public areas of the housing project together with the homeowners association (Section 4).
- Extensions and improvements are allowed only vertically, and only upon compliance with building laws, local ordinances, rules, and regulations (Section 4).
Homeowners association and governance
- Beneficiaries must organize themselves into a homeowners association (Section 5).
- The homeowners association must provide rules and regulations to maintain peace and order, traffic, sanitation, and cleanliness in the housing project (Section 5).
Orientation and implementing bodies
- The Urban Settlements Office and the Local Inter-Agency Committee must conduct an orientation with beneficiaries on the rules and regulations for use of the housing units contained in the ordinance (Section 6).
- Strict implementation is assigned to the Urban Settlements Office, the homeowners association, and the Sangguniang Barangay of Baseco (Section 7).
Project completion and turnover
- The ordinance takes effect upon completion of the project and the turnover of the housing units to the beneficiaries (Section 8).
