Illegal Construction of Fishponds

Grant of Additional Land Strips to Municipality of Bulacan

  • A 300-meter wide strip parallel to the R.A. No. 4701 boundary, approximately 600 hectares including existing illegal fishponds, is granted to Municipality of Bulacan for proprietary use.

Grant of 300-Meter Coastal Strips to Other Municipalities

  • A 300-meter wide strip running parallel to coastlines granted to:
    • Municipality of Hagonoy (8.5 km, ~255 hectares)
    • Municipality of Paombong (5.0 km, ~150 hectares)
    • Municipality of Malolos (3.0 km, ~90 hectares)
  • These areas are reserved and granted for proprietary disposition and use by the respective municipalities.

Delineation and Marking of Granted Strips

  • The Ministry of Natural Resources, through the Director of Lands, must delineate boundaries, establish markers within six months.

Protection of Boundary Markers

  • The Ministry of National Defense, through the Chief of the Philippine Constabulary/Integrated National Police, must ensure markers remain intact.
  • Tampering, destroying, or removing markers is subject to criminal prosecution.

Technical Assistance for Area Management

  • The Ministry of Natural Resources, through the Bureau of Fisheries and Aquatic Resources, shall provide technical assistance on proper utilization and management to the municipalities.

Development Planning Requirement

  • The Ministry of Local Government, through the municipalities concerned, shall prepare a Five-Year Development Plan to maximize productivity of the granted areas.

Immediate Effectivity

  • The Letter of Instruction took effect immediately upon issuance on April 23, 1983.
