Purpose and Scope of the Commission
- To guide thorough investigation and study for planning and construction of flood control, sea protection, and related works
- Aim to prevent or minimize danger to life and property from floods and erosive actions
- Emphasizes lasting and economical solutions
Powers and Functions
- Examine data and plans submitted by relevant Government entities regarding flood and sea protection projects
- Conduct necessary investigations to assess feasibility of proposed or potential projects
- Propose legislation to implement plans formulated by the Commission
- Develop schemes including financing methods for project execution
Operational Procedures
- Initial meeting within one month after full appointment to organize and plan work
- Regular meetings at least monthly or as necessary
- May request assistance from officials or employees of any National Government bureau, agency, or instrumentality with approval
Financial and Administrative Provisions
- Members entitled to reimbursement for actual traveling expenses incurred during official duties
- Expenses charged to appropriations under Public Works for preliminary investigations and surveys related to water supply, sea wall, water power, and river control projects
Legal Authority and Formalization
- Created under authority vested in the President by law
- Formalized and signed by President Manuel L. Quezon and Secretary of the Interior Elpidio Quirino on December 1, 1936, in Manila
