Incumbent salary protection and reduction

  • If, after the classification of provinces under Section 5 of the Act, the salaries of incumbents in specified provincial positions are reduced due to application of the schedule in Section 1, the incumbents continue to receive their present salaries until their successors are appointed.
  • If, after the salary of specified provincial officials is increased under Section 1, the province concerned incurs an overdraft in its general fund or its operating expenses exceed revenue collections, the President of the Philippines, upon recommendation of the Secretary of Finance, shall reduce the salary of the officials to the maximum rates fixed for them in the next lower class of province.

Salary funding for specific offices

  • The salary of the highway district engineer is paid out of national funds.
  • One-half of the salary of the provincial auditor, provincial health officer, assistant provincial auditor, and assistant provincial health officer is paid out of national funds.
  • The other half of those officials’ salaries is paid out of the funds of the province concerned.
  • The increase in the salary of the provincial auditor, provincial health officer, assistant provincial auditor, and assistant provincial health officer is borne by the province until the share thereof the National Government shall have been provided for in the General Appropriations Act.

Quarters for the provincial governor

  • Section 2 authorizes the provincial board to provide quarters for the provincial governor, or allow the value thereof, in addition to the governor’s salary.

Travel reimbursement for board members

  • Section 3 provides that if a provincial vice-governor or a member of the provincial board is not a resident of the provincial capital, the officer is entitled to reimbursement of actual and necessary travel expenses.
  • Reimbursement covers travel from the place of residence to the place where the provincial board holds its sessions, for the trip going to said sessions and returning from the same.
