Three-year terms, set start and end
- Section 2 sets the term of office of the Regional Governor, Regional Vice Governor, and Members of the Regional Legislative Assembly at three years.
- Section 2 provides that the three-year term commences at noon on the thirtieth (30) day of September 2005.
- Section 2 provides that the term ends at noon of the same date three years thereafter.
Incumbent hold-over until successors
- Section 3 applies to all incumbent elective officials of the ARMM who were elected in the first regular election under Republic Act No. 9054 and Republic Act No. 9140.
- Section 3 provides that these incumbents hold office in a hold-over capacity until noon of the thirtieth (30) day of September 2005.
- Section 3 further provides an alternative termination point: hold-over continues until their successors shall have been elected and qualified.
Comelec rulemaking for implementation
- Section 4 directs the Commission on Elections to promulgate the necessary rules and regulations to carry out the purposes of the Act.
Repeals inconsistent issuances
- Section 5 repeals, amends, or modifies accordingly all laws, decrees, orders, rules and regulations, and other issuances or parts thereof that are inconsistent with the Act.
Publication and immediate effectivity
- Section 6 makes the Act effective immediately upon completion of its publication in at least one newspaper of general circulation.
- Section 6 ties effectivity to completion of publication, not merely approval or enactment.
