Policy and purpose
- The Executive Order is grounded on the mutual interest to pursue a peaceful settlement of the present armed conflict and hasten progress and development of the country.
- The Executive Order implements a Peace Agreement framework that includes release of political prisoners.
- The Executive Order implements a Peace Agreement framework that includes dismissal of charges against RPM-P/RPA/ABB officers and members who are under prosecution and enables their reintegration and joining of civil society.
- The Executive Order implements a Peace Agreement framework for development projects including livelihood, housing assistance, education and training, primary health care, agriculture and irrigation facilities, farm-to-market roads, post harvest facilities, micro-finance and credit programs, transport and hauling facilities, among others.
- The Executive Order creates a Joint Committee to ensure and monitor implementation of these Peace Agreement provisions.
Joint Enforcement and Monitoring Committee
- Section 1 constitutes a Joint Enforcement and Monitoring Committee.
- The Committee has two members representing the GRP:
- Secretary Alexander P. Aguirre (representing the GRP)
- Undersecretary Anselmo S. Avenido Jr. (representing the GRP)
- The Committee has two members representing the RPM-P/RPA/ABB:
- Ariel Sabandar (representing the RPM-P/RPA/ABB)
- Veronica Tabara (representing the RPM-P/RPA/ABB)
- Section 1 requires a fifth member who must be of known integrity, impartiality, ability and patriotism, and the fifth member is chosen by representatives of both the GRP and the RPM-P/RPA/ABB.
- Section 1 directs the Committee to form and organize a Secretariat to support it in performing its functions.
Reintegration Fund creation and use
- Section 2 creates and sets up a Reintegration Fund for implementing programs/projects that assist political prisoners being released under the Peace Agreement.
- Section 2 directs that the Reintegration Fund be used to support:
- reintegration to civil society of RPM-P/RPA/ABB political prisoners
- other development undertakings of RPM-P/RPA/ABB political prisoners
- Section 2 fixes the Reintegration Fund amount at Ten Million Pesos (P10,000,000.00).
- Section 2 provides that the Reintegration Fund is sourced from the Presidentas Social Fund.
- Section 2 requires the Committee to manage the utilization of the Reintegration Fund subject to existing government rules and regulations.
Budget and operational funding
- Section 3 directs the Secretary of the Department of Budget to release Five Million Pesos (P5,000,000.00) from the Presidentas Contingent Fund (PCF).
- Section 3 states the initial released funds are to cover operational expenses of the Committee and its Secretariat.
- Section 3 provides that additional funds will be released by the DBM after submission of a Work and Financial Plan.
- Section 3 requires the Work and Financial Plan to be drawn up for the purpose by the Committee.
Entry into force
- Section 4 provides that Executive Order No. 335 takes effect immediately.
