- Annual sessions every December 7-11 thereafter to consider legislative and policy recommendations related to youth.

Representation in Youth-Serving Organizations
- Requires every child-caring or youth-serving organization to elect or appoint a youth president or chairman.
- The youth representative must be between 15 to 24 years old.
- This youth leader serves as a voting member of the organization's governing board.
- Election occurs annually during the National Youth Participation period.
National Conferences and Recommendations to the President
- Youth officials and representatives convene during the fourth national conference on children and youth development in 1990 and every five years thereafter.
- This body serves as a recommendatory group to the President on issues of survival, welfare, and development.
- Membership includes youth mayors, governors, youth Batasang Pambansa, and youth organization leaders.
Implementing Body and Amendments to PD 603
- Designates the Council for the Welfare of Children (created under PD 603) as implementing body.
- Amends Article 205 of PD 603 to add ex officio members: Minister of Human Settlements, Minister of Local Government, Speaker of the Batasang Pambansa, and Council’s Executive Director.
- Invites the Youth Batasang Pambansa speaker to Council meetings during sessions.
- The Council’s Executive Director heads the secretariat for projects under this law and holds rank and privileges of Career Executive Service Officer 1.
Legal Effectivity, Repealing Clause, and Separability
- Repeals or modifies laws inconsistent with this decree.
- Contains a separability clause ensuring unaffected provisions remain operative if any part is invalidated.
- Effectivity upon approval of the decree.
