    4. Sketch and location of terminals at both ends.
    5. Proposed fare structure.

Identification and Marking of Units

  • Operators must visibly paint the service classification on both sides of the vehicle.
  • Indications must include points of origin and destination or route description.
  • Letter specifications: 5 inches in height, 1 inch in width, with 1/2 inch space between letters.
  • Lettering color must contrast with the background color/panel of the vehicle.

Penalties for Violation of Service Characteristics and Route Restrictions

  • Violations after franchise issuance are subject to monetary fines and suspensions or revocation of licenses.
  • For Drivers:
    1. First offense: P500 and one week suspension of driver's license.
    2. Second offense: P1,000 and one month suspension.
    3. Third offense: Revocation of driver's license.
  • For Operators:
    1. First offense: P3,000 and one week suspension of the unit’s CPC.
    2. Second offense: P6,000 and one month suspension of the CPC.
    3. Third offense: Revocation of the unit’s CPC.

Effectivity and Compliance

  • The Memorandum Circular takes effect 15 days after filing three copies with the U.P. Law Center.
  • Compliance aligns with Presidential Memorandum Circular No. 11 dated October 9, 1992.
  • Adopted on November 14, 1997, and signed by LTFRB Chairman and Board Members.
