Legal basis and budget directive
- The fee system operates in compliance with Section 1, p. 227 of the Special Provisions in the Budget of the Bureau of Quarantine under B.P. Blg. 1.
- Fee collection is tied to effective 1 January 1980 for the rodent inspection and issuance of the corresponding certificate/extension.
- Fees must be charged in accordance with the schedule of rates contained in the order.
- Fee collection is subject to the usual accounting and auditing regulations.
Purpose and operational rule
- The Bureau of Quarantine must charge fees for rodent inspection of vessels it performs.
- The charged fees are for the issuance of a Deratting Exemption Certificate or an Extension of Deratting/Deratting Exemption Certificate.
- The amount due is determined using the vessel’s net tonnage for the Deratting Exemption Certificate.
- The implementation follows the enumerated schedule of rates, together with usual accounting and auditing regulations.
Fee schedule: Deratting Exemption Certificate
- The fee for the issuance of a Deratting Exemption Certificate is determined by net tonnage of the vessel.
- For vessels of less than 1,000 tons, the fee is PHP 120.00.
- For vessels of 1,001 to 2,000 tons, the fee is PHP 220.00.
- For vessels of 2,001 to 3,000 tons, the fee is PHP 330.00.
- For vessels of 3,001 to 4,000 tons, the fee is PHP 440.00.
- For vessels of 4,001 to 5,000 tons, the fee is PHP 550.00.
- For vessels above 5,000 tons, the fee is PHP 550.00.
Fee schedule: Certificate extension
- The fee for the issuance of an Extension of a Deratting/Deratting Exemption Certificate is PHP 120.00.
- The extension fee is a separate charge from the initial Deratting Exemption Certificate schedule.
- The extension fee is charged for the Bureau of Quarantine’s issuance of the relevant extension certificate/record.
Form of authority and signatory
- The order is signed by J. C. Azurin as Deputy Minister of Health (Director of Quarantine).
- The signature reflects that the Bureau of Quarantine is the office responsible for charging and issuing the certificates covered by the fee schedule.
