Amendment to Ro-Ro Service Definition (Section 1)

EO 170 Section 1.a amended to include the following:
- Ro-Ro operations involve loading/discharging vehicles between vessel and shore via ramp.
- Vehicles included are:
  - Self-powered vehicles such as cars, trucks, buses, motorcycles, and containers on chassis attached to prime movers.
  - Containers on chassis loaded onto the Ro-Ro ship by a prime mover at origin and unloaded by a different prime mover at destination.

Toll Applicability and Coverage (Section 2)

Section 3 of EO 170-A amended to specify RRTS toll applicability:
- Toll applies to all self-powered vehicles: cars, trucks, containers on chassis with prime movers, buses, motorcycles.
- Applies to containers loaded/unloaded by prime movers (tractor heads) at respective origin and destination points.
- Applies to all vessels actually engaged in Ro-Ro operations.

Applicability to Domestic and International Ro-Ro Services (Section 3)

The EO covers both domestic and international Ro-Ro operations and services, thus broadening its scope and practical application.

Separability Clause (Section 4)

If any part of this Executive Order is declared invalid or unconstitutional, remaining provisions shall continue to be valid and enforceable.

Effectivity (Section 5)
