Legal basis and exam authority
- Section 18, Article IV of Republic Act No. 4419 (the Philippine Dental Act of 1965) provides that the licensure examination for dentistry consists of written and performance tests.
- Section 18, Article IV of Republic Act No. 4419 provides that the scope of the written and performance tests is determined and prescribed by the Board.
- The Board prescribes the expanded performance-phase scope by issuing Board of Dentistry Resolution No. 14, s. 2005 to expand the performance exercises to additional areas in clinical dentistry.
Policy and purpose of expansion
- The Board resolves that the expanded scope will provide a more effective gauge of each examinee’s dental practical proficiency.
- The Board resolves to distribute performance exercises across more areas of clinical dentistry.
- The Board recognizes the long-standing emphasis of performance testing on fewer disciplines and addresses this by expanding coverage.
Expanded performance-phase scope
- The resolution prescribes the expanded scope of the Performance phase of the Dental Licensure Examination by distributing exercises into the following major areas and percentages:
- Prosthetic Dentistry: 60%
- Restorative Dentistry: 20%
- Pediatric Dentistry: 5%
- Endodontics: 15%
- The resolution assigns the following detailed exercise weights under Prosthetic Dentistry (60%):
- 1.1 Full Denture Construction without live patients: 30%
- 1.2 Removable Partial Denture Design with prescription writing: 15%
- 1.3 3-Unit Fixed Bridge: 15%
- The resolution assigns the following detailed exercise weights under Restorative Dentistry (20%):
- 2.1 Class II cavity preparation of two (2) ivorine teeth, the other to be filled up with silver amalgam material: 15%
- 2.2 Class III cavity preparation of two proximal ivorine teeth, the adjacent surfaces of which are to be filled up with glass ionomer material: 5%
- The resolution assigns the following detailed exercise weights under Pediatric Dentistry (5%):
- 3.1 Crown preparation for stainless crown: (100% of the 5% pediatric portion)
- The resolution designates Endodontics as 15% of the performance phase, without further sub-allocation in the resolution.
Non-use of live patients
- The resolution expressly requires that no exercise shall involve the use of live patient in Complete Denture Construction.
- The resolution requires that Full Denture Construction in the performance phase must be conducted without live patients under 1.1 Full Denture Construction without live patients.
Effectivity and implementation timeline
- The resolution provides that it shall be implemented in the December 2005 and every subsequent Dental Performance Licensure Examination.
- The resolution states that it takes effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.
Distribution for implementation and acknowledgments
- The Board directs that a copy of the resolution be furnished to the Chief, Examination Division.
- The Board directs that a copy of the resolution be furnished to the Academe.
- The Board directs that a copy of the resolution be furnished to the Philippine Dental Association, Inc.
