DSWD Oversight of National Youth Commission

The NYC was established under Act No. 8044, known as the "Youth in Nation-Building Act."
It serves as the government’s policy-coordinating agency for youth-related concerns.
Its primary role is to foster broad and active youth participation in nation-building efforts.

There is a recognized need for the DSWD to exercise oversight over the NYC to promote synchronization in policy formulation and coordination.
The oversight aims to enhance decision-making and implementation of youth programs and services.
It seeks to ensure comprehensive completion and supplementation of support services for the youth.
It supports sustained collaboration among government agencies and multi-sectoral efforts from the national down to the barangay level.

Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 (Administrative Code of 1987) provides the President continuing authority to recognize and reorganize the administrative structure of the Office of the President.
This authority underpins the President’s issuance of the order directing the DSWD to oversee the NYC.

Section 1: The DSWD is mandated to exercise oversight over the NYC without interfering with the latter’s autonomous functions.
This oversight function is meant to ensure the effective delivery and support of services targeted at the youth sector.

Section 2: Any existing orders, issuances, rules, or regulations inconsistent with this Executive Order are repealed or modified accordingly to the extent of inconsistency.
