Land Exclusion for BSU Housing in Benguet

Executive Order No. 99 dated November 11, 1914 reserved land for the then Bureau of Agriculture as an experimental station and stockfarm.
Proclamation No. 637 excludes from Executive Order No. 99 the specific land described in the proclamation.
The land excluded is reserved for Benguet State University Faculty and Staff Housing purposes.
The exclusion applies to “a portion of land embraced therein,” identified by the technical description in Proclamation No. 637.

Proclamation No. 637 reserves the excluded land for housing site purposes of Benguet State University for its faculty and staff.
The reservation is stated to cover the excluded parcel described in the proclamation.

The excluded parcel is located at Wangal, La Trinidad, Benguet, Island of Luzon.
The exclusion is subject to private rights, if any there be.
The reservation is subject to final survey.

Proclamation No. 637 identifies the excluded land as “A PARCEL OF LAND” situated at Wangal, La Trinidad, Benguet, Island of Luzon.
The parcel is described as Lot 1-A-1-B being a portion of Lot 1-A-1, SWO-1-000792 Amd., being a portion of Lot 1-A-1, SWO-1-000792.
The parcel’s area is ONE HUNDRED THIRTY TWO THOUSAND FIVE HUNDRED NINE (132,509) SQUARE METERS, more or less.
The boundaries are defined by courses and adjoining lots, including lines along:
- SW and S by Lot 1-A-1-A (Lot 1-A-A, SWO-1-000792 Amd.);
- NW and N by Lot 1-A-1-A (Lot 1-A-1, SWO-1-000792 Amd.);
- NE by Lot 1-A-1-A, SWI-1-00792 Am. and Lot 1-A-1-C / Lot 1-A-A, SWO-1-00792 Amd. (by indicated segments);
- SE by Spanish Road;
- other boundary segments by Lot 1-A-1-D, Lot 1-B, and Spanish Road as indicated in the description.
The proclamation provides a starting point and bearings:
- Beginning at a point marked “1” on the plan being S. 21 deg. 25a W., 1447.48 m. from triangulation station “CLINTONa, Baguio Townsite”, followed by the described course sequence.
Corner monument references are given:
- corners 79, 80 and 93 by old BL MSAC mons. 15x15x90 cms.;
- all other corners by P.S. cyl. Conc. Mon. 15x40 cms.; and
- “Bearing true” is stated as part of the description.

The excluded land remains subject to the minimum road right of way requirements of the Department of Public Works and Highways pursuant to Executive Order No. 621.

The legal effect of Proclamation No. 637 is to remove the described parcel from the operation of Executive Order No. 99 while reserving it for Benguet State University faculty and staff housing site purposes, subject to private rights, final survey, and minimum road right of way requirements under Executive Order No. 621.
