Presidential Decree No. 1532 establishes an administrative mechanism to integrate government policies and programs, allowing cabinet ministers to hold ex-officio positions in government boards and bodies, and receive corresponding benefits.

Restrictions on Cabinet Members Holding Other Government Positions (Section 1)

  • Cabinet members who are also members of the Interim Batasang Pambansa cannot hold other government offices or employment except in an ex-officio capacity in government boards or bodies
  • They can be authorized to represent the government in other boards with controlling or substantial government interest if related to official duties
  • Positions held ex-officio or as representatives shall be prescribed by the President/Prime Minister

Amendment of Corresponding Charters and Laws (Section 2)

  • Charters and laws creating government boards or bodies are deemed amended to allow ex-officio membership of cabinet ministers
  • Such amendments follow determinations by the President/Prime Minister pursuant to Section 1

Appointment of Additional Board Members (Section 3)

  • If a cabinet minister was not previously a member of a government board where he is now authorized to sit, the President may appoint an additional member to maintain an odd number of members
  • Additional members must have qualifications suitable for the board’s functions
  • No additional member needed if all board members are serving ex-officio

Compensation for Ministers in Boards (Section 4)

  • Ministers with ex-officio or representative membership in government boards are entitled to reasonable per diems, allowances, and similar benefits
  • Such entitlement prevails over any contrary provisions of law

Severability Clause (Section 5)

  • If any provision of the Decree is declared unconstitutional, the remaining provisions stay valid and binding

Repeal and Modification of Conflicting Laws (Section 6)

  • All laws, decrees, executive orders, rules, or regulations inconsistent with this Decree are repealed, altered, or modified accordingly

Effectivity Clause (Section 7)

  • The Decree takes effect immediately upon issuance
