Issuing authority and administrative control
- The school is established under the supervision and administration of the Bureau of Vocational Education (Section 1).
- The Secretary of Education is authorized to carry out the Act’s purposes by acquiring a site and issuing necessary implementing rules and regulations (Section 2).
School establishment and required site
- A school for home industries is established in the Municipality of Tublay, Province of Benguet (Section 1).
- The school must be known as the Tublay School of Home Industries (Section 1).
- The Secretary of Education is authorized to acquire a school site by purchase, grant or donation (Section 2).
- The Secretary of Education shall issue rules and regulations necessary to carry out the purposes of the Act (Section 2).
Core functions and program offerings
- The Tublay School of Home Industries must offer courses in home and/or cottage industries (Section 3(a)).
- Courses must particularly focus on industries that can avail of and best utilize the supply of raw materials available in the locality (Section 3(a)).
- Enrollment must be open to all, including adults (Section 3(a)).
- The school must conduct researches on designing and processing locally found materials in Tublay and in the Province of Benguet (Section 3(b)).
- Research and production activities must include producing models of handtools and small equipment and machineries for training and production (Section 3(b)).
- The school must undertake standardization of craft promotion (Section 3(c)).
- The school must render consultant services in home industries promotion and technology (Section 3(d)).
- The school must conduct extension training throughout the Province of Benguet (Section 3(d)).
- The school must offer courses at secondary and technical levels with home industries as the core (Section 3(e)).
Resources, partnerships, and contributions
- The school is authorized to accept endowments (Section 4).
- The school is authorized to accept land grants (Section 4).
- The school is authorized to accept donations or contributions (Section 4).
- Contributions may come from provincial and municipal governments, private citizens, and agencies and entities whether government or private (Section 4).
- Donations and contributions must be used for the improvement and expansion of the school’s services (Section 4).
Funding, appropriation, and fiscal allocation
- Section 5 authorizes the appropriation of PHP 500,000 for the acquisition of a school site, establishment, operation, maintenance, and expansion of the Tublay School of Home Industries.
- The appropriation is drawn out of any funds in the National Treasury not otherwise appropriated (Section 5).
- The authorized PHP 500,000 appropriation covers the fiscal year nineteen hundred and sixty-nine, including the purchase of a school site and the construction of buildings and shops (Section 5).
- After fiscal year nineteen hundred and sixty-nine, funds needed for the school’s operation and maintenance must be included in the annual General Appropriations Act (Section 5).
