Regulatory Authority and Administrative Powers
- The Chief may promulgate rules and regulations necessary for hospital administration.
- Such rules must be approved by the Director of Hospitals.
- Regulatory measures must not conflict with existing laws.
Provision of Services in Kind to Hospital Staff
- Subject to the Director of Hospitals' approval, the Chief may provide subsistence, quarters, and laundry services in kind.
- These benefits may be extended to physicians, nurses, and other employees.
- Such provisions are conditioned on their advisability in the interest of public service.
Appropriation and Funding Conditions
- An initial appropriation of eighty thousand pesos is authorized for fiscal year 1960.
- Funds are allocated for operation and maintenance.
- Release of funds is contingent upon the Secretary of Health's certification of the availability of a suitable hospital building.
- Future funding requirements are to be included in subsequent General Appropriation Acts.
Effectivity of the Act
- The law takes effect upon the availability of the appropriated funds.
- Funds must be formally provided as stipulated for the Act to be enforceable.
