Authority to issue implementing rules
- Section 2 requires the Secretary of Health to promulgate rules and regulations to carry the Act into effect.

Funding authorized and release condition
- Section 3 authorizes the appropriation of PHP 50,000 from any funds in the National Treasury not otherwise appropriated.
- Section 3 limits the authorized appropriation to the hospital’s operation and maintenance for the fiscal year nineteen hundred sixty.
- Section 3 prohibits release of the authorized amount unless the Secretary of Health certifies that a suitable hospital building is available.
- Section 3 requires that for subsequent years, the amount necessary for operation and maintenance must be included in the annual General Appropriation Acts.
Effectivity tied to availability of funds
- Section 4 provides that the Act takes effect on the date the funds authorized herein to be appropriated shall have been provided for.
