Appointment and commissioning of officers
- Section 2 provides that officers of the Women’s Auxiliary Corps shall be commissioned in the Reserve Force by the President of the Philippines upon recommendation of the Secretary of National Defense.
- Commissioning is limited to unmarried female native-born citizens of the Philippines who are between the ages of twenty-one and twenty-six years.
- Candidates must hold a Bachelor’s degree from a school, college, or university recognized by the Government, and must possess additional qualifications prescribed by the Secretary of National Defense.
- All initial commissions shall be in the rank of second lieutenant.
- Within two years from the approval of the Act, the President is authorized to commission officers in ranks above second lieutenant but not higher than captain, under rules and regulations the President may prescribe.
Enlistment eligibility and term
- Section 3 allows enlistment of unmarried and without dependent female citizens of the Philippines who are between the ages of eighteen and twenty-five years.
- Enlistees must be able-bodied, free from disease, and of good moral character and habits.
- Enlistment is limited to those who are high school graduates.
- Enlistment is for a term of three years.
- Insofar as practicable, enlistments shall be apportioned among the various provinces of the Philippines.
- High school undergraduates who possess a working knowledge of typewriting and stenography or other special skills necessary for administrative duties may be enlisted if such skills are determined by the Secretary of National Defense.
Promotion lists and promotion limits
- Section 4 requires that names of all commissioned officers of the Women’s Auxiliary Corps be contained in a separate promotion list called the Women’s Auxiliary Corps Promotion List.
- The Women’s Auxiliary Corps Promotion List is separate and distinct from those of the major services of the Armed Forces of the Philippines.
- Commissioned officers are promoted in the same manner as officers of the Nurse Corps.
- No officer of the Women’s Auxiliary Corps may be promoted to a rank higher than a major.
- Enlisted women are promoted in the same manner as enlisted women of the Nurse Corps.
Applicable laws and separation rules
- Section 5 states that, except as specifically provided otherwise, the laws and rules and regulations applicable to male commissioned officers and male enlisted men shall apply to commissioned officers and enlisted women, respectively, of the Women’s Auxiliary Corps.
- Section 5 provides an automatic separation/discharge rule: upon contracting marriage, the women shall be automatically separated or discharged from the service.
- Section 5 provides a cause-based discharge rule: if they become pregnant out of wedlock, they shall be discharged for cause.
Relationship to existing female employees
- Section 6 clarifies that the Act shall not be construed to mean the displacement or separation from service of female civilian employees under employment of the Armed Forces of the Philippines before the Act’s approval.
- Section 6 provides that, for purposes of commission and enlistment under the Act, these female civilian employees shall be given preference in commission and/or enlistment.
- The preference under Section 6 is subject to the same conditions, limitations, and qualifications in the Act.
Appropriations and funding
- Section 7 appropriates PHP 1,500,000 out of any funds in the National Treasury not otherwise appropriated for the initial implementation of the Act.
- Section 7 requires that amounts needed after initial implementation shall be included in the annual appropriations of the Armed Forces of the Philippines.
Effectivity and issuance details
- Section 8 provides that the Act takes effect upon its approval.
- The Act was approved on June 22, 1963.
- The Act is Republic Act No. 3835, titled “AN ACT TO ESTABLISH THE WOMEN’S AUXILIARY CORPS IN THE ARMED FORCES OF THE PHILIPPINES, TO PROVIDE THE PROCUREMENT OF ITS OFFICERS AND ENLISTED PERSONNEL, AND FOR OTHER PURPOSES.”
