Academic and Developmental Objectives
- Develop academic programs focusing on the exploitation and conservation of fisheries resources in the Sulu Seas and nearby waters.
- Undertake research in fish processing, fish culture, and oceanography.
- Aim to enhance understanding of Philippine territorial waters.
- Implement programs to promote social and economic development of the local population.
Governance and Administration
- The college operates as an integral unit of Mindanao State University.
- Administration is vested in the Board of Regents of Mindanao State University per its Charter (Republic Act No. 1387, as amended).
- The President of the Philippines appoints three additional members to the Board of Regents, preferably from Sulu Province, with Commission on Appointments' consent.
- Initial appointed members serve staggered terms of 1, 2, and 3 years; successors serve 3-year terms.
- These members participate fully in Board meetings regarding the College’s academic, administrative, and financial matters.
Funding through Customs Duties
- An additional ad valorem duty of 5% is imposed on imported prepared or preserved fish and on crustaceans and mollusks as specified under relevant Tariff and Customs Code sections.
- The duty is collected starting fiscal year 1970 and automatically appropriated for the College’s research programs and infrastructure.
- The Collector of Customs remits collected funds quarterly to Mindanao State University for the College.
Resource Sharing and Cooperation
- With the University President’s request, government agencies may transfer equipment and personnel to the College.
- Such transfers are governed by mutually agreed arrangements between agency heads and the College.
Appropriations for Support
- An initial appropriation of one million pesos for operating expenses and five hundred thousand pesos for capital outlay is authorized starting fiscal year 1970.
- Similar funding is appropriated for every fiscal year thereafter to support the College.
Effectivity
- The Act takes effect immediately upon approval on August 4, 1969.
