Financial Provisions

  • All ROTC/Women's Auxiliary Training Corps (WATC) fees and contributions collected by the institutions must be exclusively spent on the operation and maintenance of these units.
  • Spending shall follow policies regulated jointly by the Secretary of National Defense, Secretary of Education, and the institutional president, subject to the President’s approval.

Scheduling and Instructional Hours

  • ROTC instruction shall be scheduled at times, including weekends if necessary, to fulfill course requirements.
  • Scheduling regulations are jointly prescribed by the Secretary of National Defense, Secretary of Education, and the institutional president.

Compliance and Consequences

  • Institutions recognized by the government that fail to comply risk having their recognition withdrawn by the Secretary of Education.
  • State colleges and universities that fail to comply shall have their responsible officials subjected to administrative action.
  • Government recognition will not be granted to any institution that does not include the ROTC curriculum.

Exemptions and Special Cases

  • No exemptions to the ROTC requirement are permitted except through specific direction from the President of the Philippines, upon recommendation by the Secretary of Education through the Secretary of National Defense.

Inclusion of Women in Auxiliary Corps

  • The ROTC course must include instruction and training preparing female students for enlistment and/or commissioned service in a Women’s Auxiliary Corps.
  • Establishment of the Women’s Auxiliary Corps is optional for institutions, and female student enrollment is voluntary.

Repeal of Prior Orders and Effective Date

  • Executive Order No. 207 (June 15, 1939) and any inconsistent rules and regulations are repealed.
  • This order takes effect upon approval by the President of the Philippines.
