Funding and Appropriations
- Initial funding for the establishment of the hospital will be charged to the appropriations authorized under the Fiscal Year 1989 General Appropriations Act.
- Subsequent funds necessary for the hospital's operation and maintenance shall be included in future General Appropriations Acts annually.
Requirements Prior to Construction
- The Secretary of Health must issue a written assurance before the hospital's construction.
- This assurance must confirm the appointment of hospital personnel.
- It must also confirm that funds for the hospital's maintenance and operation have been appropriated.
Effectivity of the Act
- The provisions of the Act shall take effect immediately upon its approval.

- The Act originated in the House of Representatives.
- It was finally passed by both the House of Representatives and the Senate on December 22, 1989.
- The Act was approved by the President of the Philippines on March 8, 1990.
