Organizational Structure
- The Center will be headed by a Chief of Hospital.
- The Chief is assisted by one or more assistant chiefs and staff.
- Operating units shall be organized pursuant to law.
Objectives and Functions of the Center
- Provide treatment, care, and rehabilitation for mentally ill and emotionally disturbed people.
- Promote good mental health and assist in the prevention of mental disorders.
- Train mental health professionals and sub-professionals.
- Conduct research on mental illness and mental health.
Decentralization and Creation of Regional Centers
- Regional mental health centers will be created in the twelve (12) health regions within five years.
- The existing National Mental Health Hospital will be retained for mental health training and research.
Establishment of a Mental Hospital for the Criminally Insane
- A specialized mental hospital for the criminally insane is established.
- This hospital will be supervised by the Secretary of Health.
Funding and Resources
- Initial funds for the Lungsod Silangan Center will come from:
- Metro Manila Commission Funds
- Calamity Fund of the Office of the President
- Loan from the Government Service Insurance System (GSIS)
- Allocations from the annual General Appropriations Act.
- Infrastructure programs for regional mental hospitals and the criminally insane mental hospital will be included in the annual appropriations of the Bureau of Public Works.
- Operation and maintenance of regional and specialized hospitals will be under respective regional health offices.
Project Implementation
- The Project Management Staff of the Department of Health (created under PD No. 568) is authorized to supervise project implementation.
- Coordination with the National Mental Health Hospital authorities is mandated.
Authority to Seek Assistance
- Secretary of Health may call upon any government department, bureau, agency, or instrumentality for assistance in implementing the decree.
Repeal of Inconsistent Laws
- Existing laws or parts thereof inconsistent with this decree are repealed, modified, or amended accordingly.
Immediate Effectivity
- The decree takes effect immediately upon issuance.
