Funding Authorization and Bed Requirement
- Section 2 authorizes the appropriation of PHP 500,000 for the construction of the Hilongos General Hospital.
- Section 2 authorizes the appropriation of PHP 200,000 for the hospital’s operation and maintenance.
- Section 2 limits the appropriation to funds in the National Treasury not otherwise appropriated.

Patient Referral Coverage Area
- Section 3 directs that once the hospital is in full operation, patients requiring hospitalization from Inopacan, Hindang, Hilongos, Matalom, and Bato (all in Leyte) shall be referred to the Hilongos General Hospital.

Hospital Policy, Chief, and Qualifications

- Section 5 authorizes the Chief to promulgate rules and regulations needed for efficient administration and proper enforcement of laws relating to the hospital.
- Section 5 requires that such rules and regulations be approved by the Director of Medical Services.
- Section 5 limits the rules and regulations to those not inconsistent with law.
Subsidies in Kind for Medical Personnel
- Section 6 requires Director of Medical Services approval for the Chief to allow subsistence, quarters, and laundry service in kind to physicians, nurses, or employees serving in the hospital.
- Section 6 authorizes such allowances whenever the action is deemed advisable for the best interest of public service.
Effectivity and Enactment Date
- Section 7 provides that the Act takes effect upon its approval.
- The Act is enacted without Executive approval on June 19, 1971.
