Objectives of the VOCTECH Network
- Integration and coordination of vocational/technical education and training nationwide.
- Systematization via a comprehensive plan to ensure skilled manpower production for industry.
- Optimization and sharing of limited funds from World Bank, Asian Development Bank, and other foreign-assisted programs.
- Maximization of use of costly training tools, equipment, and facilities through resource sharing among members.
- Ensuring availability and continued development of qualified vocational/technical trainers and teachers.
- Enhancement of education quality through national standards, training modules, and course material dissemination.
Advisory Board Composition and Role
- Established for policy direction of the VOCTECH Network.
- Chair: Minister of Education, Culture and Sports (ex-officio).
- Co-Chair: Chairman of the National Manpower and Youth Council (ex-officio).
- Members include Presidents of vocational/technical state colleges and universities, Chairman of NMYC-WB Vocational Training Project Advisory Committee, and Executive Director of PDIMO/MECS.
Executive Committee Functions and Membership
- Responsible for implementation of network policies.
- Chair: Chairman of Advisory Committee, NMYC-WB Vocational Training Project.
- Vice-Chair: Executive Director of PDIMO-MECS.
- Members: Director General of NMYC and Director of Bureau of Technical Vocational Education of MECS.
Secretariat Organization and Duties
- Secretariat planned and implemented network policies and programs.
- Headed by Project Director of NMYC-WB Vocational Training Project as Secretary General.
- Assisted by Project Manager of MECS-ADB Vocational and Technical Education Project as Assistant Secretary General.
- Secretary General to establish regional networks nationwide, with NMYC as Secretariat.
- Formation of a National Network Committee comprising regional network chairmen.
- Organization of specialized Program Committees focusing on trainer training, curriculum development, learning materials, equipment and facilities, trade standards and information systems, evaluation and research, manpower guidance, and special programs.
Assistance from Other Government Agencies
- Executive Committee empowered to request support from any government entity necessary to achieve network objectives.
Funding Provisions
- Financial support for network activities to be provided by NMYC and MECS.
Effectivity
- The Executive Order takes immediate effect upon issuance.
