Rulemaking Authority
- Department of Health or its authorized representatives to issue necessary rules and regulations.
- Ensures proper implementation of the Act’s provisions.
Funding and Appropriations
- Initial funding to be charged against the 1989 General Appropriations Act budget.
- Future operation and maintenance costs to be included in succeeding annual General Appropriations Acts.
Pre-Construction Requirements
- Secretary of Health must provide written assurance prior to construction.
- Assurance covers appointment of hospital personnel.
- Assurance also covers appropriation of funds for maintenance and operation.
Effectivity of the Act
- The law takes effect immediately upon approval.
- Signed and approved by the President of the Philippines.
