Funding and Appropriations
- Initial funding to establish the hospital will come from the appropriations authorized under the Fiscal Year 1989 General Appropriations Act.
- Subsequent funding necessary for the operation and maintenance of the hospital will be included in the annual General Appropriations Act.
Pre-Construction Requirements
- Before construction begins, the Secretary of Health must issue a written assurance.
- This assurance must confirm that hospital personnel will be appointed.
- It must also confirm that funds for the maintenance and operation of the hospital have been appropriated.
Effectivity
- The Act takes effect immediately upon approval by the President.

- The Act was passed by both the House of Representatives and the Senate on December 22, 1989.
- The President of the Philippines approved the Act on March 9, 1990.
