- Initial funding necessary for the hospital’s establishment will be charged against the Fiscal Year 1989 General Appropriations Act.
- Subsequent operational and maintenance expenses for the hospital will be incorporated into future annual General Appropriations Acts to ensure ongoing support.
Pre-Construction Requirements
- Prior to commencement of hospital construction, the Secretary of Health must provide a written assurance confirming two key elements:
- Appointment of hospital personnel to ensure staffing readiness.
- Appropriation of funds for the hospital’s maintenance and operation to guarantee financial support.
Effectivity of the Act
- The Act shall take effect immediately upon its approval by the President.
Signatories and Legislative Process
- The Act was approved by the President of the Philippines and signed by the Senate President and House Speaker, indicating full legislative and executive endorsement.
- The law originated in the House of Representatives and was passed by both legislative chambers before presidential approval.
