Designation of COPEs and Action Agencies

Supervisory Structure and Coordination
- COPEs operate under the direct supervision of the head of their respective Action Agencies if the agency head holds Cabinet rank.
- If not, supervision comes directly from the Executive Secretary.
- The Cabinet acts as the central coordinating body for COPE operational activities.
Duties and Powers of COPEs
- Continuously monitor progress and conduct of projects related to their assigned national programs.
- Identify major issues and underlying causes.
- Institute or recommend corrective measures to the relevant Action Agency.
- Empowered to bypass normal decision-making channels to expedite coordination and implementation but shall not create an independent decision-making layer.
- Must fully understand all projects related to their programs and ensure national policy guidelines are transmitted and followed throughout all levels.
- Required to maintain close working relationships with key officials at local, regional, and national levels.
Coordination with Local and Regional Officials
- Authorized to form ad hoc Action Coordinating Teams (ACT) to resolve inter-agency or inter-regional coordination issues.
- All COPE directives must be issued in writing in the name of their Action Agency Head using a prescribed quick disposition form.
- Directives are to be logged for reference, follow-up, and review by the Action Agency Head and Cabinet.
Relationship Between COPE and PROD
- PROD focuses on regional implementation of priority programs with an output-oriented approach.
- COPE focuses on national scale implementation with an input-oriented approach.
- Mandatory close cooperation and operational link between COPEs and PRODs.
- Avoid redundant or conflicting corrective actions; prior verification of action on problems required.
- Immediate notification to relevant officials of any corrective steps taken.
Role of Executive Secretary and Development Management Staff
- The Executive Secretary’s tasks for PROD are extended to the COPE system.
- Responsible for compiling Program Manuals with complete inventories of all relevant projects and activities under the government’s "PLEDGES."
Additional Provisions
- COPE duties are concurrent with their existing official roles.
- The Cabinet, through the Executive Secretary, monitors COPE workload and performance.
- Recommendations for changes in COPE persons or roles are submitted to the President as needed.
