Executive Order No. 394 establishes the Lupong Tagapamayapa Incentives Awards as an annual national awards program in the Philippines, recognizing exemplary performance of Lupons in resolving conflicts at the grassroots level and promoting awareness and support for the Katarungang Pambarangay.

    • Chairperson: Secretary of the Department of the Interior and Local Government.
    • Vice-Chairperson: Secretary of the Department of Justice.
    • Members: National President of Liga ng mga Barangay, a representative from the National Peace and Order Council, two private sector/NGO representatives.
    • One Supreme Court representative may be invited.
  • Local levels replicate the National Committee’s composition.
  • The Department of the Interior and Local Government, via the Bureau of Local Government Supervision, provides technical and secretariat support.

Functions of the National Awards Committee

  • Initiate and coordinate activities for the implementation of the Awards.
  • Set guidelines and selection criteria for awardees.
  • Organize lower-level Awards Committees.
  • Secure funding and additional prizes from private sector participation.
  • Select national awardees from regional nominees.
  • Officially proclaim the national winners.
  • Plan and conduct awarding ceremonies.

Funding Provisions

  • Initial budget for 1996 Awards:
    • PHP 2,000,000 for operations of the National Awards Committee.
    • PHP 3,800,000 for cash awards.
  • Funds sourced from the President’s Social Fund (PSF).
  • Future funding to be included in the Department of the Interior and Local Government’s annual budget.
  • Additional funds may come from committee member-agencies and the private sector.

Awards and Prizes

  • National awardees receive:
    • Presidential Trophy.
    • PHP 300,000 development grant.
    • Award conferred through the local chief executive.
  • Regional awardees receive:
    • PHP 50,000 development grant.
    • Special plaque.

Effectivity

  • The Executive Order takes effect immediately upon signing.
  • Signed by the President of the Philippines and countersigned by the Executive Secretary.
