Creation and Composition of the Youth Entrepreneurship Program National Cooperators Council
- The Council is established to oversee, plan, and coordinate YEP implementation.
- Chaired by the Secretary of the Department of Trade and Industry; Co-chaired by the Chairperson of the National Youth Commission.
- Composed of senior officers from various government agencies and financial institutions relevant to youth development and enterprise.
Functions and Responsibilities of the Council
- Develop implementing guidelines to ensure program success.
- Strengthen existing youth entrepreneurship projects or develop new ones for integration.
- Coordinate with government and private sectors to provide technical and financial assistance.
- Submit regular reports on program implementation to the President.
- Perform additional functions as assigned by the President.
Enrollment and Classification of Programs under YEP
- Council members identify or develop youth-oriented entrepreneurship programs consistent with their mandates.
- Enrolled programs are classified into the five YEP components for targeted implementation.
Role and Responsibilities of YEP Action Officers
- Designated by Council members at various government levels.
- Serve as agency point persons for program implementation.
- Coordinate agency-specific YEP programs and submit reports.
- Liaise with the Program Secretariat to implement agreed policies and activities.
Institutional Linkages and Partnerships
- Council authorized to request assistance from any government entity and government-owned corporations.
- Encouraged to collaborate with private sector, non-government organizations, and academic institutions for technical and funding support.
- Empowered to form partnership agreements with private sector and congressional committees subject to legal, COA, and government regulations.
Funding Provisions for the Program
- Implementation agencies may allocate funds from their 1999 budgets.
- Council can solicit additional funding from private sector and foreign institutions.
- All funding actions subject to existing government auditing, accounting, taxation, and central banking regulations.
Secretariat and Administrative Support
- The National Youth Commission is tasked with providing secretariat and technical support to the Council.
Effectivity Clause
- The Executive Order took immediate effect upon issuance on June 9, 1998.
