Executive Order No. 403 establishes the Tripartite Industrial Peace Council in the Philippines, responsible for monitoring and advising on labor and social policies, as well as formulating tripartite views for submission to Congress.

Law Summary

Convening of the Council

  • The Secretary of Labor and Employment as Chairman may convene the Council on own initiative.
  • Can also convene when requested by any of the tripartite sectors represented in the Council.

Functions of the Council

  • Monitoring full implementation and sectoral compliance with the Industrial Peace Accord (IPA).
  • Assisting in preparation and conduct of national tripartite conferences called by the President or Secretary of Labor to:
    • Review existing labor and social policies.
    • Evaluate local and international developments affecting labor policies.
  • Formulating tripartite views for submission to Congress on labor and social concerns.
  • Presenting tripartite positions on pending relevant legislative proposals.
  • Advising the Secretary of Labor and Employment on major labor and employment policies.

Secretariat and Technical Support

  • The Department of Labor and Employment is tasked to provide Secretariat and technical services for the Council.

Effectivity

  • The Executive Order takes immediate effect upon signing.
