Constitutional and predecessor context
- The order is issued to implement the creation and organization of the Office of the Prime Minister (Proper) under Executive Order No. 708 dated July 27, 1981.
- The order is justified by the transfer of personnel from the Office of the President to the Office of the Prime Minister under Executive Order No. 708.
- The order is anchored on the 1981 Amendments to the Constitution that created the Office of the Prime Minister.

Policy, purpose, and administrative need
- The order is promulgated to adopt a comparable position classification and compensation scheme for the Office of the Prime Minister (Proper) following personnel transfer.
- The order is intended to support the Prime Minister’s constitutional responsibilities by enabling an effective, responsive and efficient organizational structure and staff.
Coverage and what positions are governed
- The system covers all regular positions in the Office of the Prime Minister (Proper).
- The system excludes the positions of the Prime Minister and Deputy Prime Minister from coverage.
- The classification and compensation plans apply to all positions that are now existing or hereafter created in the Office of the Prime Minister.
Position classification plan structure
- The Position Classification Plan consists of:
- positions in the Office divided into two main categories; and
- the rules and regulations for implementation and administration.
- The two main categories are:
- Career Executive Service Level; and
- Sub-Career Executive Service Level (which is subdivided into occupational groups under which are position classes).

- The order sets the position classes and corresponding ranks in the Career Executive Service Level:

Classification, reclassification, and salary rules
- The Office of Budget and Management classifies positions before inclusion in the regular or special budgets.
- Positions must be classified based on:
- their regular and permanent duties and responsibilities; and
- the qualification requirements attached to them.
- Proposals for creation of new positions must follow Presidential Decree Nos. 985 and 1177.
- Reclassification may be proposed when there are significant and permanent changes in duties and responsibilities.
- Reclassification proposals must be supported by a duly accomplished position description form and other papers as required, and must be incorporated in the budget estimates and processed by the Office of Budget and Management.
- Reclassification takes effect upon approval when it is:
- to another class with the same pay range allocation, or
- to a lower class.
- Reclassification from a class to a higher class takes effect not earlier than the beginning of the next calendar year.
- Hiring and salary rates for new employees follow existing OBM Circulars and Memoranda.
- Employees may receive a salary rate higher than the minimum of the position’s range allocation if:
- they previously received a higher salary in government services; and
- the rate remains within the pay range allocation; and
- there is sufficient appropriation for the particular position.
- When an employee is promoted to a higher class and the present salary exceeds the maximum of the promoted-to class pay range, the employee may continue receiving the present salary at the higher position.
- After certification by the Secretary-General that services are satisfactory, an employee’s salary increases to the next higher step after one year at the present step, provided there is sufficient appropriation in the employee’s particular position.
- Employees whose actual salaries fall between steps within the pay range of their allocated class are entitled to adjustment to the next higher step if an appropriation is provided.
- Voluntary demotion is allowed without loss of salary except when the current salary is higher than the maximum of the class to which the employee is demoted, and provided that there is sufficient appropriation for the particular position.
- No officer or employee may receive a salary higher than the salary of the employee’s immediate supervisor.
Salary increases, additional compensation, and limits
- Employees whose salaries are paid out of lump-sum appropriations may receive salary increases upon recommendation of the Minister of the Budget and approval of the Prime Minister.
- The funds for lump-sum salary increases must be charged against the respective lump-sum appropriations.
- When a national government salary increase is allowed based on a periodic nation-wide salary survey conducted by the Office of Budget and Management, positions in the Office may receive:
- across-the-board or in-step increases,
- upon recommendation of the Minister of the Budget and approval of the President.
- If survey results require updating the Classification and Compensation Plans, the plans may be revised upon recommendation of the Minister of the Budget and the Prime Minister and approval of the President.
Allowances and per diem rules
- Transportation and representation allowances are granted only to officials (and those of equivalent rank) specified in the General Provisions of the Appropriations Act.
- The Office of Budget and Management determines equivalent ranks for transportation and representation allowances.
- Employees are entitled to cost of living allowances for national government employees, subject to availability of funds.
- All regular female employees receive uniform/clothing allowances at the rates authorized in the General Provisions of the Appropriations Act, charged against savings or the appropriation for other services.
- Regular employees receive per diems in accordance with Section 79, Presidential Decree No. 1177.
- The maximum payable amount for each allowance type is determined in accordance with the applicable general or special provisions in the approved Personal Services Itemization.
National compensation alignment and transfers
- Compensation and position classification plans for the Office of the Prime Minister, similar to the OP Classification Plan under Executive Order No. 530, are established within the context of Presidential Decree No. 985.
