The Presidential Help Desk is established in the Philippines to provide accessible and direct financial and medical assistance to underprivileged individuals, with the aim of complementing existing government health projects and services.

Creation and Purpose of the Presidential Help Desk

  • Established to address financial and medical assistance requests submitted to the Office of the President.
  • Intended to complement existing government health projects and services.
  • Provides accessible and direct assistance to qualified beneficiaries in need of medical and financial aid.

Administration and Management

  • Administered by the Presidential Action Center (PACe), formerly known as the Presidential Complaint Center.
  • A designated Project Coordinator reports directly to the Head of PACe.
  • The Coordinator manages day-to-day implementation, ensuring efficiency, effectiveness, and economy.
  • PACe is responsible for submitting an annual report on operations and accomplishments to the President via the Executive Secretary.

Organizational Structure and Staffing

  • The Head of PACe determines the needed staffing pattern and qualification standards.
  • PACe, in coordination with the Deputy Executive Secretary for Finance and Administration, prepares proposals for integration of the Help Desk into PACe’s organizational structure.
  • Proposals are submitted to the Department of Budget and Management for review and approval.
  • Until structural approval, existing PACe manpower can be used for immediate project implementation.

Implementation Guidelines

  • PACe is mandated to issue implementing guidelines within fifteen (15) working days from the Order’s effectivity.
  • Guidelines include process flow and Citizen’s Charter to ensure efficient service delivery.
  • PACe may seek assistance from other government agencies in formulating these guidelines.

Funding Provisions

  • Initial funds shall be charged against appropriate funding sources under the Office of the President.
  • Subsequent funding requirements must be included in the Office of the President’s budget proposal.
  • All budgeting is subject to prevailing rules on budgeting, accounting, and auditing.

Legal Provisions on Validity, Repeal, and Effectivity

  • If any provision is declared unconstitutional, the remaining parts of the Order continue to be effective.
  • All prior issuances contradictory to this Order are repealed or modified accordingly.
  • The Order takes effect immediately upon issuance.
