Appropriations and Funding
- Allocated PHP 6.5 million annually for fiscal years 1977 and 1978 from the Special Activities Fund of the President or other sources.
- Funds used for capital requirements, including acquisition and development of around 325 hectares, construction of facilities, equipment purchase, and initial operations.
- Up to PHP 2 million may be used for initial operating expenses.
Land Acquisition and Compensation
- VISCA authorized to acquire private agricultural lands through negotiated sale or expropriation, with the Mountain State College granted similar authority in designated areas.
- Private landowners to submit claims within 60 days or risk expropriation.
- Compensation fixed at PHP 10,000/ha for riceland and PHP 7,000/ha for other agricultural lands in negotiated sales.
- Compensation for buildings based on market value fixed by Provincial Assessor.
- Expropriation follows provisions under Presidential Decrees Nos. 76, 464, and 764.
- Bona fide tenants to receive PHP 10,000/ha for rice lands or PHP 7,000/ha for other agricultural land, plus options for free 300 sqm homelots or family-size farmlots in resettlement areas.
- Landless occupants also given options to purchase homelots at PHP 1/sqm or resettlement farmlots with priority given to tenants and landless in coordination with government agencies.
Exemptions Related to Land Acquisition
- VISCA and Mountain State College exempt from registration fees for acquisition of title and issuance of titles to tenant-tillers.
- VISCA exempt from court fees in expropriation proceedings.
- Landowners exempted from capital gains tax and tenant-tillers from taxes on compensation.
Administration and Governance
- Each Root Crops Center headed by a Director appointed by VISCA's Board of Trustees upon the College President’s recommendation.
- Director responsible for planning, implementing, and supervising Center programs and activities.
Research Priorities and Advisory Board
- Research priorities aligned with Section 1 objectives and PCARR’s research planning and monitoring.
- Annual review of plans by an Advisory Board consisting of:
- Secretary of Agriculture (Chairman)
- VISCA President
- Director of PCARR’s Crops Research Division
- Private Sector Representative (appointed by Agriculture Secretary)
- Director of the Root Crops Research and Training Center
Staffing and Personnel
- Centers may use services of scholars, scientists, and technical personnel from VISCA and other government agencies.
- These personnel may receive honoraria.
- Staff exempt from government travel restrictions abroad for purposes such as advanced studies, research observation, and conference attendance.
Infrastructure and Taxation
- Centers authorized to plan and construct buildings, purchase equipment locally and abroad.
- Exempt from taxes on purchases except import and other duties on foreign acquisitions when local procurement is unavailable on favorable terms.
Financial and Audit Provisions
- Expenditures subject to special audit and accounting procedures suited for research activities.
- Savings and income constitute a revolving fund used exclusively for Center objectives and not reverted to the General Fund.
Effectivity and Repeal
- Decree effective upon approval.
- Repeals, amends, or modifies inconsistent laws, executive orders, ordinances, rules, and regulations accordingly.
