Presidential Decree No. 1107 establishes the Philippine Root Crops Research and Training Center, which aims to conduct research on root crops, develop improved varieties and production techniques, and provide training to farmers and specialists.

Appropriations and Funding

  • Allocated PHP 6.5 million annually for fiscal years 1977 and 1978 from the Special Activities Fund of the President or other sources.

Exemptions Related to Land Acquisition

  • VISCA and Mountain State College exempt from registration fees for acquisition of title and issuance of titles to tenant-tillers.
  • VISCA exempt from court fees in expropriation proceedings.
  • Landowners exempted from capital gains tax and tenant-tillers from taxes on compensation.

Administration and Governance

  • Each Root Crops Center headed by a Director appointed by VISCA's Board of Trustees upon the College President’s recommendation.
  • Director responsible for planning, implementing, and supervising Center programs and activities.

Research Priorities and Advisory Board

  • Research priorities aligned with Section 1 objectives and PCARR’s research planning and monitoring.
  • Annual review of plans by an Advisory Board consisting of:
    • Secretary of Agriculture (Chairman)
    • VISCA President
    • Director of PCARR’s Crops Research Division
    • Private Sector Representative (appointed by Agriculture Secretary)
    • Director of the Root Crops Research and Training Center

Staffing and Personnel

  • Centers may use services of scholars, scientists, and technical personnel from VISCA and other government agencies.
  • These personnel may receive honoraria.
  • Staff exempt from government travel restrictions abroad for purposes such as advanced studies, research observation, and conference attendance.

Infrastructure and Taxation

  • Centers authorized to plan and construct buildings, purchase equipment locally and abroad.
  • Exempt from taxes on purchases except import and other duties on foreign acquisitions when local procurement is unavailable on favorable terms.

Financial and Audit Provisions

  • Expenditures subject to special audit and accounting procedures suited for research activities.
  • Savings and income constitute a revolving fund used exclusively for Center objectives and not reverted to the General Fund.

Effectivity and Repeal

  • Decree effective upon approval.
  • Repeals, amends, or modifies inconsistent laws, executive orders, ordinances, rules, and regulations accordingly.
