Composition of the Council
- Chaired by the Secretary of Public Works and Communications
- Includes the fourteen mayors of the municipalities comprising Metropolitan Manila as members
- Additional members may be designated by the President
Mandate and Scope
- Develop and implement a comprehensive program to control floods and improve drainage across Metro Manila
- The program aims to mitigate suffering and prevent loss of life and property caused by frequent floods
Funding Sources for the Project
- Establishment of the Greater Manila Metropolitan Area Flood Control and Drainage Fund Account in the National Treasury
- Funding sources include:
- A special metropolitan flood tax of twenty-five centavos (P0.25) on all movie theater admission tickets in Greater Manila for fifteen years
- Appropriations from various Public Works Acts allocated for the project
- Additional real estate taxes within Metropolitan Manila, not exceeding one-eighth of one percent (1/8 of 1%) of assessed property values, or other taxes if necessary to complete and maintain the project
Government Cooperation and Support
- All government agencies and offices are directed to provide full cooperation and assistance to the Council
- Ensures effective and successful implementation of the flood control and drainage program
Legal Authority and Context
- Issued under the President's constitutional powers as Commander-in-Chief
- Enacted pursuant to Proclamation No. 1081 and relevant general orders during the period of martial law
Duration of Tax Levy
- The special tax on movie theater admissions is imposed for a fixed period of fifteen years to finance the program
