Corazon C. Aquino establishes the Occupational Safety and Health Center within the Employees' Compensation Commission to enhance workplace safety, reduce work-related injuries, and promote the health and productivity of Filipino workers, supported by funding from the Japan International Cooperation Agency.

Powers and Functions of the Center

  • Conduct continuous research on occupational safety and health, including establishing causal links between diseases and occupations.
  • Develop medical criteria to assess impairment or health diminishment resulting from work conditions.
  • Plan, develop, and implement occupational safety and health training programs.
  • Serve as a clearinghouse for information, methods, and techniques related to occupational safety and health.
  • Monitor work environments using industrial hygiene and conduct medical examinations for early disease detection.
  • Undertake practical testing and set standards for safety devices and personal protective equipment.
  • Assist government in policy formulation and issue technical guidelines for disease and accident prevention.
  • Manage an annual budget chargeable against the State Insurance Fund with specific funding and expenditure limits.
  • Collaborate with government agencies and private organizations to fulfill objectives.

Governance Structure

  • ECC acts as the governing body of the Center.

Management and Appointment of Officials

  • Executive Director oversees operations and management, appointed by the President upon ECC Chairman's recommendation.
  • Deputy Executive Director assists, also appointed by the President.
  • Both must hold at least a Bachelor’s degree and have five years’ experience in related fields.
  • The Executive Director’s remuneration determined by ECC.
  • Non-voting board members include Executive Director and a JICA chief expert.

Personnel Appointment

  • Technical staff and other personnel appointed by ECC based on Executive Director's recommendations.

Location

  • Center to be located at North Avenue, Diliman, Quezon City on a two-hectare land owned by POEA.

Funding and Financial Provisions

  • SSS and GSIS must release Php 30 million from the State Insurance Fund’s loading fund.
  • 70% funding from SSS and 30% from GSIS for calendar year 1987.
  • Funds not to be used for land acquisition.
  • Annual remittances from SSS and GSIS to be based on approved budget and same sharing ratio.

Rule-Making Authority

  • ECC authorized to issue rules and regulations necessary to implement this Executive Order.

Effectivity

  • The Executive Order is effective immediately upon issuance.
