Designation of Specific Motorcycle Lanes per Road
- Marcos Highway: third lane from the sidewalk.
- Roxas Boulevard: southbound first lane from sidewalk; northbound first lane except specified sections (NAIA to Airport Road and Ortigas to EDSA) where other lanes apply.
- Elliptical Road to Quiapo: generally second lane from sidewalk with exceptions on Quezon Boulevard.
- Mindanao Avenue: first lane from the sidewalk.
Non-Exclusive Use and Allowed Deviation
- Lanes are "non-exclusive," meaning public and private vehicles may also use these lanes jointly with motorcycles.
- Motorcycles may deviate from the lanes only when making permitted U-turns or turns, or in cases of emergency.
- Such deviation requires motorcycles to leave the lane within 200 meters from the turning point.
Implementation and Responsibility
- The MMDA's Traffic Engineering Center is tasked with applying pavement markings and installing signage for these lanes.
Penalties for Violation
- A fine of Php 1,000 is imposed for violating any provision of the regulation.
- This does not preclude additional penalties if other violations occur simultaneously.
Public Awareness and Effectivity
- MMDA will conduct a public awareness campaign at least one week prior to full implementation.
- The regulation becomes effective five days after publication in two newspapers of general circulation and submission of documentation to the National Administrative Register.
Legal and Administrative Approval
- The resolution is approved by the Metro Manila Council and signed by the MMDA Chairman and the mayors of Metro Manila cities and municipalities.
- It reflects cooperative governance and conformity across local government units in Metro Manila concerning motorcycle lane regulation.
