Objectives of the Awards
- Strengthen the Katarungang Pambarangay system as an indigenous grassroots conflict resolution mechanism.
- Institutionalize a system of economic and other incentives to reward exemplary performance by Lupons.
- Promote greater public awareness and support for Katarungang Pambarangay as an effective tool for social order and human development.
Constitution and Composition of the Awards Committee
- Creation of Awards Committees at multiple levels: municipal, city, provincial, regional, and national.
- The National Awards Committee composition includes:
- Chairperson: Secretary of the Department of the Interior and Local Government (DILG)
- Vice-Chairperson: Secretary of the Department of Justice
- Members:
- National President of the Liga ng mga Barangay
- Representative from the National Peace and Order Council
- Two private sector/NGO representatives selected by the Chairperson
- Optionally, one Supreme Court representative may be invited.
- Similar composition replicated at lower administrative levels.
- DILG provides technical and secretariat support through the Bureau of Local Government Supervision.
Functions of the National Awards Committee
- Lead implementation and coordination of the Awards program.
- Set selection guidelines and criteria for winners.
- Organize Awards Committees at regional, provincial, city, and municipal levels.
- Secure funding and prizes from private sector partnerships.
- Select national awardees from regional nominees.
- Officially proclaim the national awardees.
- Plan and conduct awarding ceremonies.
Funding Provisions
- Initial funding for the 1996 Awards:
- PHP 2,000,000 allocated for National Awards Committee operations.
- PHP 3,800,000 allocated for cash awards.
- Funds sourced from the President's Social Fund (PSF).
- Funding for subsequent years to be included in the DILG annual budget.
- Additional funding encouraged from Committee member agencies and private sector.
Awards and Prizes
- National awardees receive via local chief executive:
- Presidential Trophy.
- Development grant of PHP 300,000.
- Regional awardees receive:
- Development grant of PHP 50,000.
- A special plaque as recognition.
Effectivity
- The Executive Order takes effect immediately upon signing on January 22, 1997.
This comprehensive structure establishes an institutionalized incentive mechanism to recognize and encourage exemplary performance of Lupong Tagapamayapa members, thereby enhancing the Katarungang Pambarangay system's role in peaceful and speedy dispute resolution at the barangay level.
