Creation and Composition of the National Awards Committee
- Committee to oversee the awards, chaired by the Secretary of the Interior and Local Government.
- Includes key government secretaries and representatives from the private sector.
- Secretariat support provided jointly by the Presidential Management Staff and the Department of the Interior and Local Government.
Functions of the National Awards Committee
- Initiate and coordinate activities for the award's implementation.
- Establish guidelines and criteria for selection.
- Appoint national judges from business, NGOs, and government.
- Identify underperforming LGUs.
- Secure funding and prizes from private sector.
- Report to the President with recommendations.
Criteria and Selection Process
- Parameters for selecting awardees set by the National Awards Committee.
Funding Provisions
- Initial funding provided by the Department of the Interior and Local Government for administrative expenses.
- Member agencies to allocate funds for participation.
- Starting 2001, a yearly appropriation of PHP 3,000,000 by DILG for committee expenses.
Awards and Prizes
- Presidential Trophy and cash awards:
- At least PHP 1,000,000 for Municipalities, Cities, Provinces.
- At least PHP 250,000 for Inland Bodies of Water category.
- Awards to be used for livelihood and environmental projects, sourced from the President's Social Fund.
- National finalists receive a Presidential Plaque of Commendation.
- Hall of Fame Award for LGUs winning three consecutive years or five times total, including additional cash prize.
Design and Manufacture of Awards
- The National Historical Institute to prescribe designs for the trophies and plaques.
- Department of Tourism funds trophies; Department of Environment and Natural Resources funds plaques.
Repealing Clause
- Revokes any inconsistent previous issuances.
Effectivity
- Immediate effect upon issuance.
