Coverage and route boundaries
- HOV lanes are established in all lanes of EDSA from Balintawak, Quezon City until Magallanes, Makati City, for both northbound and southbound travel.
- The HOV lane coverage applies only to the specified EDSA segment between Balintawak and Magallanes.
Definition of HOV and non-HOVs
- An HOV is all public and private motor vehicles except motorcycles with at least two (2) occupants including the driver, meaning driver and at least one (1) passenger.
- A Non-HOV is any vehicle that does not meet the HOV definition for the covered EDSA segment during the restricted hours.
Peak-hour restriction and allowed movement
- Non-HOVs are prohibited from traversing EDSA from Balintawak, Quezon City until Magallanes, Makati City, both northbound and southbound.
- The prohibition applies from 7:00 a.m. until 10:00 a.m. and from 6:00 p.m. until 9:00 p.m..
- The restriction applies from Monday to Friday.
- Crossing of EDSA at intersections is allowed despite the prohibition.
Penalty for violation
- A person who violates the regulation by operating a Non-HOV during the prohibited hours is subject to a fine of PHP 1,000.00.
- The regulation imposes the fine specifically for violations of the travel restriction on the covered EDSA segment during the stated hours.
Implementation, enforcement authority, and campaigns
- The MMDA Chairman is authorized to issue the necessary Implementing Rules and Regulations to enforce the regulation.
- The MMDA must conduct a public information campaign immediately.
- A dry run must commence from 15 August 2018 until 22 August 2018.
- Full implementation must begin on 23 August 2018 after:
- publication in two (2) newspapers of general circulation, and
- submission of a copy to the Office of the National Administrative Register, U.P. Law Center.
Relation to prior MMDA Council issuances
- All other ordinances, resolutions, and regulations of the Metro Manila Council that are not contrary to or inconsistent with the regulation remain in full force and effect.
Adoption and approval status
- The regulation was adopted and approved on the 7th day of August 2018 in Makati City.
- Approval by the Metro Manila Council on 07 August 2018 is certified by ATTY. CRISANTO C. SARUCA, JR., Director IV, Traffic Discipline Office & OIC, Metro Manila Council Secretariat.
