Definition of High Occupancy Vehicle (HOV)
- HOV refers to all public and private motor vehicles excluding motorcycles
- Must have at least two occupants, including the driver (driver + at least one passenger)
Restrictions on Non-HOV Vehicles
- Non-HOV vehicles are prohibited from using EDSA lanes covered by the regulation during peak hours:
- Morning: 7:00 AM to 10:00 AM
- Evening: 6:00 PM to 9:00 PM
- Restriction applies Monday to Friday
- Crossing EDSA at intersections is allowed for all vehicles
- Violation results in a fine of One Thousand Pesos (Php 1,000.00)
Authorization and Enforcement
- MMDA Chairman is authorized to issue Implementing Rules and Regulations (IRR) for enforcement
Public Information Campaign and Dry Run
- MMDA shall conduct a public information campaign immediately following adoption
- Dry run of the expanded HOV lanes is scheduled from August 15, 2018, to August 22, 2018
Full Implementation and Publication Requirements
- Full enforcement begins on August 23, 2018
- Regulation to be published in two newspapers of general circulation prior to full implementation
- Copy to be submitted to the Office of the National Administrative Register, U.P. Law Center
Legal Effect and Continuity
- Existing ordinances, resolutions, and regulations of the Metro Manila Council not inconsistent with this regulation remain effective
