Implementation Period and Time Adjustment
- The daylight saving time (DST) is set to be effective from April 12, 1954, to July 1, 1954.
- At exactly midnight on April 11, 1954, the Philippine standard time will be advanced by one hour.
- Conversely, at midnight on June 30, 1954, the time will be reversed by one hour to return to the standard time.
Obligations of Employers and the Public
- Employers and the general public are instructed to adhere to and implement the provisions of this Proclamation and Commonwealth Act No. 91.
Exceptions for Astronomy and Meteorology
- For the specific fields of astronomy and meteorology, the mean astronomical time at 120 degrees East longitude from the Greenwich Meridian shall continue to be used as before.
Formal Authentication
- The Proclamation bears the signature of President Ramon Magsaysay and the seal of the Republic of the Philippines.
- The document was signed in Manila on April 6, 1954, marking the eighth year of Philippine independence.
