Composition and Powers of the Program Board
- Chaired by the Secretary of Agriculture.
- Vice-Chairs: Regional Directors of NEDA Regions XI and XII.
- Members include Governors of participating provinces, five nominated mayors from municipalities, Regional Directors of DA (Regions XI and XII), representatives from DENR, DAR, DILG, DPWH, DTI, and other concerned government agencies.
- Inclusion of chairpersons of Provincial Agricultural and Fisheries Councils, business community representatives, basic sector representatives (farmers, fisherfolk, indigenous peoples), NGO representatives, and the Program Director of the PMO.
- Board powers and functions:
- Review and endorse development goals and policies aligned with national development plans and food security agenda.
- Provide overall direction, coordination, and supervision over program components.
- Pool resources and secure participation from government agencies, LGUs, and NGOs.
- Review and confirm organization and appointments within the PMO.
- Endorse budget to the Department of Budget and Management.
- Approve internal rules and regulations.
- Amend its composition to include other sectors as needed.
- Perform other functions as directed by the President.
Role and Functions of the Program Management Office (PMO)
- Acts as technical and administrative secretariat of the Board.
- Responsible for day-to-day operations.
- Core functions:
- Lead preparation of multi-year MRDP and annual plans with investment programs and budgets.
- Provide technical support and coordinate with line agencies, LGUs, NGOs, financing institutions, SUCs, and other entities.
- Enter into contracts as necessary subject to existing laws.
- Formulate implementing rules and regulations for internal operations.
- Conduct periodic review and evaluation through monitoring and evaluation systems.
- Perform other Board-directed functions.
- Headed by a full-time Program Director appointed by the Secretary of Agriculture in consultation with the Board.
- Staffing structure to be reviewed and endorsed by the Board.
Responsibilities of Implementing Agencies
- LGUs to work closely with line agencies and communities in planning their program components.
- Contracts for preparation or implementation governed by existing agency procedures and arrangements.
Financial and Operational Provisions
- Department of Agriculture to allocate necessary funds from lump-sum appropriations in the General Appropriations Act for MRDP Office operations.
- Allocation based on financial and work programs submitted by the Board.
Term and Duration of the MRDP Office
- Duration corresponds to the time needed for program preparation and implementation of included projects.
Effectivity
- Executive Order effective immediately upon signing on March 24, 1998.
