Creation of Barangay Lacnog West in Kalinga

Barangay Lacnog West has territorial boundaries identified by boundary lines with directions and adjoining lots/features.
The barangay adjoins:
- Barangay Agbannawag, Tabuk City (Line 1-2, direction SE) (Section 2).
- Barangay Bulo, Tabuk City (Line 2-3, direction SW) (Section 2).
- Proposed Barangay Ipil, Tabuk City (Lines 3-4-5-6-7-8-9-10-11, direction W) (Section 2).
- Barangay Nambaran, Tabuk City (Line 11-12, direction N) (Section 2).
- Proposed Barangay Lcanog East, Tabuk City (Lines 12-13-14-15-16-17-18-19-20-21-22-23-24-25-26-27-28-2-9-30-31-32-33-34-35-36-37-38-39-40-1, direction NE) (Section 2).
The barangay’s technical description fixes bearings and distances from Tie Point-1 through the boundary lines, and the area is 5,702,292 square meters, more or less (Section 2).

Section 10 of Republic Act No. 7160 (the Local Government Code of 1991), as amended, governs the creation of the new barangay through a plebiscite (Section 3).
Barangay Lacnog West exists only upon approval by a majority of the votes cast by the qualified voters of Barangay Lacnog in a plebiscite (Section 3).
The plebiscite must be conducted and supervised by the Commission on Elections (COMELEC) (Section 3).
The plebiscite must be held not later than one hundred twenty (120) days from the effectivity of this Act (Section 3).
The amount necessary for the conduct of the plebiscite is borne by the City of Tabuk, Province of Kalinga (Section 3).

The first set of officials of Barangay Lacnog West are appointed by the Provincial Governor (Section 4).
The appointed officials hold office until their successors are duly elected and qualified (Section 4).

All public infrastructure and facilities for public use existing in the affected area at the time of approval of this Act are transferred without cost or compensation to and administered by the new barangay (Section 5).

Barangay Lacnog West is entitled to Internal Revenue Allotment (IRA) shares pursuant to Section 285 of Republic Act No. 7160, as amended (Section 6).

Republic Act No. 11328 takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation (Section 7).

Republic Act No. 11328 is titled “AN ACT SEPARATING THE SITOS OF GUINA-ANG, MADOPDOP, MALLANGO, LANLANA AND SAN PABLO FROM BARANGAY LACNOG, CITY OF TABUK, PROVINCE OF KALINGA AND CONSTITUTING THEM INTO A SEPARATE AND INDEPENDENT BARANGAY TO BE KNOWN AS BARANGAY LACNOG WEST” (Republic Act No. 11328).
The Act was approved on APR 17 2019 (Republic Act No. 11328).
The Act was published in the Official Gazette on July 1, 2019 (115 OG No. 26, 6251 (July 1, 2019)).
