Role of Local Government Units and Joint Ventures with PWD Organizations

  • Local government units (LGUs) are tasked to promote establishment of organizations of PWDs within their jurisdiction.
  • LGUs and national agencies may enter into joint ventures with PWD organizations to:
    • Explore livelihood opportunities.
    • Enhance health, physical fitness, economic and social well-being of PWDs.

Alternative to PDAO in Lower-Class Municipalities

  • Fourth, fifth, and sixth class municipalities may designate a focal person instead of creating a PDAO due to budget constraints.
  • The focal person shall perform the functions of the PDAO.
  • Priority in appointment is given to PWDs experienced in providing services to PWDs.
  • Establishment of PDAO or appointment of a focal person must be coordinated with the National Council on Disability Affairs (NCDA), NGOs, and POs.

Repealing Clause

  • All laws, presidential decrees, executive orders, and rules inconsistent with this Act are repealed or modified accordingly.

Separability Clause

  • If any provision is declared unconstitutional, this does not affect the validity of other provisions of the Act.

Effectivity

  • The Act takes effect fifteen days after publication either in two newspapers of general circulation or in the Official Gazette, whichever comes first.
