- ELNHS will be incorporated into DepEd’s management information systems such as EBEIS and LIS.
Appointment and Role of the School Head
- The appointment and compensation follow RA 9155 and Civil Service laws.
- The school head acts as instructional leader and administrative manager.
- Responsibilities include setting the school’s vision, overseeing curriculum implementation, managing resources, staffing, staff development, community engagement, and reporting donations.
Staffing and Personnel Recruitment
- DepEd tasked with creating positions and recruiting teaching and non-teaching staff according to manpower guidelines.
- Staffing must conform with Department of Budget and Management and Civil Service Commission standards.
Curriculum Implementation
- ELNHS shall implement the DepEd-formulated basic education curriculum.
- Curriculum compliance follows RA 10533 and other DepEd issuances.
Monitoring and Evaluation
- The Davao Occidental DepEd Division Office will monitor and evaluate ELNHS performance.
- Assessment aligns with School-Based Management and quality assurance systems.
Funding Appropriations
- Initial operating funds are charged against the current budget of the former Sangay Extension.
- Continued funding included in the annual General Appropriations Act.
Legal and Administrative Provisions
- Severability clause ensures that invalid provisions do not affect the remainder of the IRR.
- Amendments to the IRR require DepEd Secretary’s promulgation and consultation with ELNHS when applicable.
- Repeals all inconsistent DepEd orders and related issuances.
- The IRR becomes effective 15 days after publication and will be registered at the Office of the National Administrative Register.
