Legal basis and policy purpose
- Presidential Decree No. 1184 (August 26, 1977) tasks the Director General, Integrated National Police to develop health and welfare programs and take proper steps to improve INP personnel morale.
- The Executive Order directs leave privileges enjoyed by members of the Philippine Constabulary and other services of the Armed Forces of the Philippines to be enjoyed by members of the Integrated National Police as part of accelerating upgrading and professionalization.

Cumulative leave credits
- Section 1 provides that vacation and sick leave are cumulative.
- Section 1 allows any INP member to accumulate vacation and sick leave in excess of ten (10) months.
Commutation upon resignation or separation
- Section 2 provides that when an INP member voluntarily resigns, or is retired, or is separated from service through no fault of his own, he is entitled to commutation of all accumulated vacation and sick leave to his credit.

- Section 2 limits the commutable amount: total commuted vacation and sick leave shall not exceed ten (10) months.
Cash commutation for exigencies of service
- Section 3 provides that an INP member prevented from going on leave due to the exigencies of the service is entitled to commute whatever leave credits he has earned and receive the cash value while still in the active service.
- Section 3 conditions cash commutation on availability of funds.
- Section 3 requires that the member has at least five (5) months leave credits which he cannot commute.
- Section 3 limits the annual commutation: the member may commute and receive the money value of not more than two (2) months leave credits per year.

- continue rendering work and receive corresponding pay and allowances, or
- enjoy leave by utilizing leave credits not otherwise commuted.
Rules for leave program administration
- Section 4 requires approval of the Minister of National Defense before the leave rules are prescribed.
- Section 4 authorizes the Director General, Integrated National Police to prescribe rules ensuring a systematic and equitable leave program for INP members.
- The leave program must be geared primarily toward the actual enjoyment of leave in consonance with existing laws.
- Section 4 also allows the alternative entitlement to commutation of unused leaves as forfeited, consistent with the applicable framework the rules implement.
Funding and use of savings
- Section 5 authorizes the Director General, Integrated National Police to use the savings of the Integrated National Police for the leave commutation/cash value purposes under the Order.
