Concerns on Environmental and Development Issues
- Rapid growth and commercialization have led to significant environmental degradation and deterioration.
- There is a lack of comprehensive development and zoning plans for both localities resulting in unmanaged urban and tourist development.
Presidential Directive for Creation of a Technical Working Group (TWG)
- The President directed the Secretaries of Tourism, Environment and Natural Resources, Interior and Local Government, and Justice to form a Technical Working Group (TWG).
- The TWG is tasked to review four main areas in Baguio and Boracay:
- Environmental conditions
- Commercial activities
- Tourism situation
- Law and order situation
- The objective is to develop comprehensive plans aimed at preserving and sustainably developing these areas.
Mandate for Government Support and Cooperation
- All government agencies, instrumentalities, and Government-Owned and Controlled Corporations (GOCCs) are enjoined to support and cooperate with the TWG.
- Local Government Units (LGUs) with jurisdiction over Baguio and Boracay must also actively assist the TWG.
Designation of the Secretary of Tourism as TWG Coordinator
- The Secretary of Tourism is designated as the Coordinator of the TWG.
- Responsibilities include:
- Ensuring proper formulation of plans
- Integrating social and economic policies throughout plans and programs
- Facilitating cooperation among stakeholders
Stakeholder Engagement and Reporting Requirements
- The TWG must work closely with all relevant stakeholders including LGUs.
- The TWG is mandated to submit regular reports on progress to the Office of the President.
Effective Date and Enforcement
- The Memorandum Circular takes effect immediately upon issuance on May 17, 2013.
- Issued under the authority of the President and signed by the Executive Secretary.
