Key Provisions of Section 2001 (General Requirements)
- Prohibits erection of signs or signboards that:
- Confuse or obstruct the view or interpretation of official traffic signs, signals, or devices.
- Unduly obstruct natural landscape views or distract/obstruct public view to cause traffic hazards.
- Defile, debase, or offend aesthetic and cultural values and traditions.
Enforcement Authority
- Enforcement of the NBC vested in the Secretary of Public Works and Highways.
- The Secretary exercises enforcement through designated Building Officials.
- Section 12, Rule VIII of the Implementing Rules and Regulations specifically designates Building Officials as authorized representatives to enforce administrative sanctions.
Duties and Responsibilities of Building Officials
- Building Officials are directed to be vigilant in enforcing the law concerning signboards and billboards.
- Empowered to take appropriate administrative and/or criminal actions based on circumstances.
Effectivity of the Order
- The Department Order takes effect immediately upon adoption.
- Legal authority embodied in the Secretary's directive dated January 24, 1991.
