Emergency restoration of Ipo Dam retaining wall

A large portion of the concrete retaining wall of the entrance channel of the intake structure at Ipo Dam, Norzagaray, Bulacan collapsed on the night of October 27, 1978 as an after effect of typhoon “KADING”.
The collapse reduced the Ipo Dam Complex capability to deliver water to only a third of its rated capacity of 300 Million gallons per day (mgd).
The Marikina River over-banking submerged the MWSS Pumping Station at Tanong, Marikina, submerging all six pumps, motors and motor control center.
The Tanong pumping station supplies about 30 mgd direct to the Balara Water Treatment Plant and requires complete rehabilitation.
Roads to the disaster area suffered slides, breaks and wash-outs and became impassable to heavy transport and equipment, and the Bailey bridge at Bicti needs reinforcement to allow passage of heavy equipment.
The directive is an emergency call for emergency solutions and restoration of the facility to full normal operations within the shortest possible time.

The General Manager of MWSS is granted full emergency authority to carry out the restoration measures.
The General Manager must enter into immediate contract with D.M. Consunji, Inc. (DMCI) on a cost-plus basis.
The cost-plus DMCI contract must furnish supplies, materials, equipment, labor and stores for all necessary civil structural restoration works.
The civil structural restoration works must be undertaken according to MWSS plans.
The General Manager must purchase directly (without public bidding) on an emergency basis for supplies, materials, equipment, and stores other than those furnished by DMCI.
The General Manager must enter into negotiated contracts for other miscellaneous services as and when needed.
The General Manager must grant advance payment to contractors for mobilization purposes and for procurement of supplies, materials and equipment where applicable.
The General Manager must authorize the rendering of overtime services and the payment of allowances to all government personnel involved in reconstruction and allied work.
The General Manager must call on any agency or instrumentality of the government to assist in emergency restoration works as needed.

Direct purchasing without public bidding is authorized as an exemption to the provisions of Executive Order No. 208, series of 1940, as amended.
The exemption also covers Executive Order No. 201, series of 1949, as amended.
The exemption also covers Memorandum Circular No. 193, series of 1972.
The exemption applies to purchases made by the General Manager on an emergency basis for supplies, materials, equipment and stores other than those furnished by DMCI.
The emergency contracting authority for civil structural restoration is exercised through immediate cost-plus contracting with DMCI.

The Minister of Public Highways and/or the Commanding General of the 51st Engineering Brigade must undertake emergency repairs of all roads along the Ipo-Bicti Highway leading to the site.
The Minister of Public Highways and/or the 51st Engineering Brigade must reinforce bridges along the Ipo-Bicti Highway to allow the immediate passage of heavy equipment and transport into the site.

The Commanding General of the Philippine Air Force must make available helicopters and crew that may be needed.
The helicopter support is for airlifting off-site pre-fabricated steel frames and shapes, and for airlifting equipment, supplies and materials into the site of the work.

The Minister of Public Information must disseminate necessary information.
The information must emphasize conservation of water for the next succeeding months.

The directives are executed in the City of Manila on October 30, 1978.
The emergency authority and actions are required to restore the facilities to full normal operations within the shortest possible time.
