Creation and governing powers
- Executive Order No. 74 effectuates the organization of the Philippine Relief and Rehabilitation Administration created by Commonwealth Act No. 716.
- The Philippine Relief and Rehabilitation Administration has “all the powers, duties and functions” set forth in Commonwealth Act No. 716.
Abolition of the Emergency Control Administration
- Executive Order No. 74 abolishes the Emergency Control Administration effective December 1, 1945.
- Executive Order No. 74 transfers the Emergency Control Administration’s functions, activities, funds, equipment, and personnel to the Philippine Relief and Rehabilitation Administration effective December 1, 1945.
Transfer support and liquidation duty
- The Auditor General must help in the immediate liquidation and settlement of the Emergency Control Administration’s obligations and accounts.
- The Auditor General’s assistance is aimed at facilitating the transfer required under Executive Order No. 74.
Additional appropriation for operations
- Executive Order No. 74 makes available an additional sum of one million pesos.
- The one million pesos is appropriated in Commonwealth Act No. 716 for the organization and operation of the Philippine Relief and Rehabilitation Administration.
Transitory operational provisions
- Organizational effectiveness runs from December 1, 1945 through the transfer and abolition mechanics mandated by Executive Order No. 74.
- The operational continuity required by abolition is implemented through the transfer of functions, activities, funds, equipment, and personnel to the Philippine Relief and Rehabilitation Administration.
